Who Must Follow USCG Drug and Alcohol Testing Rules
USCG testing regulations apply to:

Individuals working aboard vessels under the authority of a merchant mariner credential

Personnel on U.S. owned vessels that must be operated by credentialed mariners

Commercial vessel crew members performing safety sensitive duties
