Can a CTPA Send a Driver to Take Their Follow-Up Drug Test?

If you’ve ever asked:

👉 “Can my CTPA send me to take my follow-up or return-to-duty CDL drug test?”

The answer is: sometimes yes, sometimes no.

Understanding the difference is critical—especially if you’ve failed a DOT drug test, refused a DOT test, or are currently in CDL prohibited status in the FMCSA Clearinghouse.

When a CTPA Can Send You for a Follow-Up or RTD Drug Test

If you are an owner-operator with an active DOT number, your Consortium/Third-Party Administrator (CTPA) manages your entire DOT drug and alcohol testing program. That includes:

  • Random drug & alcohol tests

  • Step 5 return-to-duty (RTD) testing

  • SAP follow-up testing plans

In this case, yes—your CTPA can send you to take your follow-up DOT drug tests.

This means if you are an SAP driver or owner-operator CDL holder, your CTPA helps you complete the process so you can get out of prohibited status and get back to work.

When a CTPA Cannot Send You for Follow-Up Testing

If you don’t have an active DOT number, your CTPA cannot send you for your follow-up drug test.

Why? Because you must be:

  • Performing safety-sensitive functions under FMCSA, and

  • Enrolled in a regulated DOT testing program

So, for example, if you are between jobs, you cannot ask your CTPA to send you for a test on your own. You must be hired by a trucking company or operating as an owner-operator for the process to continue.

How We Help Drivers Get Out of Prohibited Status

At GetOutOfProhibited.com, we’ve helped over 1,000 truck drivers get reinstated after Clearinghouse violations. Here’s how we handle your follow-up testing plan:

  1. We verify your new employer.

    • You provide us the company name, hiring manager’s contact info, and email.

    • We confirm that you are employed.

  2. We forward your SAP follow-up testing plan to your employer.

  3. Your employer (or their CTPA) manages your required RTD and follow-up drug tests.

âś… This ensures you stay FMCSA-compliant, avoid delays, and protect your CDL from another downgrade.

Why This Matters for SAP Drivers in Step 5 or 6

If you’re in Step 5 of the FMCSA return-to-duty process, you must take an observed CDL drug test to begin reinstatement. If you’re in Step 6, your SAP follow-up testing plan keeps you in compliance.

Many drivers lose out on jobs because they don’t understand that only an active DOT employer or CTPA can manage their tests. Don’t let that mistake keep you from your next opportunity.
